CHARGE
The Board of Selectmen under provisions of Section 9-5-14 of the Charter of the Town of Eastham, hereby establish an Alternative/Green Energy Applications Committee to assist the Town in becoming a “Green Community”.
The committee shall consist of seven members, serving three (3) year staggered terms. Committee members shall serve no more than two consecutive terms.
The committee shall meet no less than monthly and shall do the following:
Ø Develop a policy for consideration by the Board of Selectmen that will be a Climate Protection Action Plan for the town which will include measurable targets for emission reductions, including but not limited to recommendations for town vehicle use, building energy use alternatives, and municipal fuel consumption. Any such recommendations shall also include applicable actions for individual and commercial energy users.
Ø Liaise with the town’s representative to the Cape Light Compact to stay updated on green energy grants and programs offered by or throughout the Compact.
Ø Semi-annually review legislative initiatives, state and federal, providing incentives, support, development options, or monetary grants to assist individuals, businesses, and municipalities in developing, converting, and utilizing green energy alternatives.
Ø The committee shall also, after the Ad-Hoc Committee report is accepted by the Board of Selectmen, resume work to develop wind energy for municipal, business, and individual uses with a specific focus on engaging the public in the debate and addressing public concerns to garner support for recommended sites and programs, and present this work to the Board of Selectmen to be considered by Annual Town Meeting, May 2008.
Ø In pursuit of its work the Town Accountant will supply the committee quarterly with a spreadsheet analysis of energy usage for all buildings and vehicles.
The committee shall annually, in a written report presented at a public Board of Selectmen meeting, update the Board on progress in meeting goals outlined in the energy plan, and tasks outlined in the above charge.
