Water Resources Advisory Minutes 02/02/05
        WATER RESOURCES ADVISORY BOARD

        Minutes of Meeting of Wednesday February 2, 2005

Members Present: Karl Weiss, Chair; Stanley Holt, Muriel Lightfoot, William Nugent,
Bruce Whitmore. Guest Present: Peter Whitlock

The meeting was opened by Dr. Weiss at 3:05 PM. The minutes of the January meeting were distributed and approved unanimously; and it was reported that the Town had generated
an RFP for consulting services on limited public water sources to serve houses in the landfill region. District G source areas to be considered included a limited area of the Roach property and Children=s Place. The cost was to be in the order of $100k.
A water study of Eastham, Wellfleet, and Truro by the Cape Cod Commission was reported to have a cost of $65k, and a study of the ponds resulting from the initial work of Sandy Bayne was reported to have a cost of $30k.
A forthcoming 40B project in the North Eastham area was announced which would have
40 residences served by a communal Nitrix wastewater treatment facility.
Dr, Holt asked who would pay for the communal system in the event only two houses were sold.
Mr. Whitmore observed that a one-month start-up period was required.
Dr. Holt said that environmentally sensitive areas should require alternative treatment systems.
Dr. Weiss stated that it would take time to recover the investment.
Dr. Weiss reported on the Cape Cod Wastewater Collaborative - a regional approach supported by the Council of Delegates, in light of the shared watersheds of the region.
Dr. Holt questioned the commonality since Eastham was entirely served by on-site wells and
largely by Title 5 systems, and there was a risk of losing our authority to deal with our unique
problems.
Dr. Weiss reported that the water database was in MS Access, and will allow us to identify high nitrate areas as environmentally sensitive areas to the Board of Health.  
He said the next meeting would be on Wednesday March 2, and would include our
colleagues on our newly merged Wastewater Management Committee.
