Eastham WRAB/WWMPC Meeting of February 13, 2007
Attending were Karl Weiss - Chair, Jane Crowley - Health Agent, Howard Sandler, Marcel Boelitz, Muriel Lightfoot, Meint Olthof, Bruce Whitmore, Bill Nugent,
Nancy Munger, Susan Bailey, and Amy of Americorp.
Bruce Whitmore reported on a meeting with the National Seashore in which the Seashore appeared willing to “meet halfway” the water needs of the towns of the outer Cape.
Jane Crowley reported that Orleans now has 3 public water supplies, all of which are chlorinated. Buying Orleans water has been suggested as a possible means of supplying parts of southern Eastham with public water. Bill Nugent commented that a chlorination requirement might alienate south Eastham voters at Town Meetings who now enjoy good un-chlorinated water from their private wells.
Karl Weiss reported that desalination is used successfully in parts of Florida
though it remains quite expensive. He further reminded the group that the Eastham Energy Committee is developing an RFP for a wind turbines in Water Protection District G for which he requested any special requirements the WRAB-WWMPC deemed appropriate. Based on inputs provided by the WRAB-WWMPC group previously, he distributed a memo to Jack Slavin which our conditions for the wind project in District G are summarized Dr.Weiss also reminded the group of the Wastewater Workshop to be held on Friday April 27. Copies of the WRAB-WWMPC Annual Report for 2006 were distributed.
Jane Crowley spoke about alternative wastewater solutions studied by Susan Rask of the Barnstable County Department of Health and Environment, and she distributed copies of her report entitled “Projected Use of Innovative/Alternative On-Site Sewage Treatment Systems in Eastham, Under Current Regulations and Policies”. These alternatives to Title 5 systems could be required by Cape Boards of Health if a system is located less than 100 feet from a well or less than 75 feet from a wetland, based on the principle of requiring Maximum Feasible Compliance. But the alternative systems are costly to obtain, costly to operate, and costly to maintain and test, so communal solutions are generally preferable. Dr, Weiss commented that a fee might be charged for testing. Ms. Crowley indicated that
Barnstable County is contemplating the creation of regional Wastewater Management Districts.
The status of the Municipal Water Supply system developed in collaboration with Environmental Partners was discussed. This will be a multi-phase project about which an article is planned to be presented to Town Meeting this May.
