Minutes of Meeting

Items of interest discussed:
1.      The minutes of the meeting dated January 9, 2006 were approved.
2.      Karl showed  pictures of the tour to the Orleans water treatment plant.  The system consists of hollow fiber filtration; pH control and chlorination. The facility costs about $7 MM an serves 5,500 homes.  Orleans is interested in selling water to Eastham. A 12” line from the rotary in Orleans for 5 miles  north along Route 6 will cost about $2.7 million.
3.      All attendees were encouraged to attend the joint meeting with the Wellfleet Water Commissioners  in Wellfleet on March16 at 7 p.m. in the Senior Center.
4.      Karl and Bruce met with Sheila on the waste water RFP.  The plan is to start with the wastewater planning this year using a budget of $40,000.
5.      An application has been filed with DEP to use the well in district H for potential water supply.  The tests are expected to be completed before the end march.
6.      The other potential water source is at the Nauset High school.  This is being explored.  The consensus  was that this well is easier to develop and has more potential, however there are some political issues involved.   
7.      Environmental Partners did not include any costs for a treatment system in their capital cost estimate for a limited water supply in Eastham. It is not thought to be necessary but only sampling and analyses will confirm this.
8.      It is recommended that Environmental Partners will continue with their study to estimate the cost for a town wide water system.
9.      Karl and Bruce will  meet with Sheila to plan on how to sell the water system.  Should it be sold as the first step towards a  town wide water supply system or as a system that is going to take care of the homes near the landfill?
10.     The nitrate data in the wells show a deteriorating situation in North Eastham.
11.     During the meeting a handout prepared by Marcel on the pros and cons of a town wide water system was reviewed.
12.     The other reports reviewed during the meeting were the ones prepared by Judy Williams  and Bill Nugent.  Bill presented a paper entitled “Eastham Requires phased installation of Town Wide Municipal water”,  while Judy’s presentation was on the savings accrued by using public water because of lower insurance rates.
13.     Next Meeting March 13, 2006 at 3 p.m.
