MINUTES OF 7/25/06 MEETING
POLICE STATION 2 P. M.
Present were Chair Weiss, Co-chair Whitmore, members Lightfoot, Olthof, Nugent, Bayne, BOS liaison McDonald, Jane Crowley, and Banner reporter Sussman.
The minutes of 5/24 and 6/13 were unanimously approved.
Weiss reminded members that future meetings would occur on second Tuesdays at 2 p.m.
Weiss reported that the draft report on the use of Innovative/Alternative waste water treatment systems in Eastham has been received for comment. This $30,000 study was funded by the WIC.
A subcommittee will review the document. McDonald asked that state and federal standards be cited on tables so that comparisons may be more easily made.
Weiss reported that the Municipal Energy Committee is considering a placement in District G; the feasibility study shows a maximum of four structures. He will ask Chair Brian Eastman to meet with the WRAB-WWMPC so that concerns regarding preservation of the area for a well protection zone may be raised. In preparation for this meeting, Weiss will locate the test wells. (Black and Veatch study in file.)
Weiss spoke recently to the Eastham Part Time Residents Association meeting about water issues, and submitted a summary of current issues for their newsletter. (in file.)
Crowley reported Environmental Partner’s (EP) progress on the municipal water distribution study. Both the Nauset Regional Schools site and the District H site are able to pump 100,000 gpd. Consequently, E.P. has submitted an application to the state for a permit to construct a 100,000 gpd well in District H, and has also submitted an application for a permit to upgrade the Nauset Regional well from 50,000 to 100,000 gpd.
Town Administrator Vanderhoef has asked her to determine where E.P. should locate the next pump test; i.e., if money is limited, should the test be in District G or at the Roach property? (E.P. letter in file.) Crowley recommended Roach for two reasons: 1. the District G sites are rather far from the Town center for municipal use and 2. wind structure issue needs to be resolved. There is a possibility however, that the Town could install a well there and sell water to commercial users.
It was agreed that it is most appropriate for the Fincom and the BOS to determine the costs and cost distribution for public water. McDonald commented that what the BOS needs from the WRAB-WWMPC is a report on all information we have gathered and a recommendation for next steps. Weiss will invite Vanderhoef to the 8/8 meeting to discuss this.
Crowley reported that the WIC funded Outer Cape Regional Water Planning Study subcommittee (Weiss, Whitmore, Olthof, Bayne and Crowley) has met with E.P. and has mapped out a plan for the next several meetings. (She mentioned that WIC has now broadened its charge to include water supply as well as waste water treatment issues.)
Crowley reported on the water testing projects:
Year 6 of the 10 year 60 well study has been completed; Americorp volunteer Ellen Croteau has sent a chart to each participant showing their results.
The first part of the second round of the 3 year testing cycle, focused on North Eastham, has had a 75 % response rate.
The vials for the second part, focused on central Eastham, have been mailed and some have been returned already.
The WRAB-WWMPC will have a booth on Windmill Weekend; a subcommittee (Weiss, Whitmore, Nugent and Bayne) will plan the displays on water supply and the pond study data preliminary evaluation.
