Selectman Burt called the meeting to order at 2:40 p.m.
Barnes Update
Ms. Vanderhoef updated the Board on the Barnes property. The fire chief has not been able to get the estimate for the tank removal. The estimate from Bennett and O’Reilly, environmental consultants, covers the LSP services only. The chief has explored the monitoring wells and has concluded that the tanks are either not leaking, or if they are, have not reached the monitoring wells. Selectman McDonald questioned whether the Town had to do anything else in light of the fact that there was no appearance of leakage from the tanks. Ms. Vanderhoef responded that the fire chief has the authority to remove the tanks and we have a court order that they be removed.
The discussion concluded with the Board agreeing to wait for the cost estimate for tank removal.
Housing Task Force
Selectman McDonald noted that one advantage of the Housing Trust rather than the Housing Task Force is that the Trust will have available funds and the ability to purchase land that may come up for sale. He added that the Board can establish the charge as they wish, including things that are currently charged to the Housing Task Force. Selectman Martin suggested recruiting for the Housing Task Force in an attempt to reestablish it. Selectman Schropfer supported the idea of a Housing Trust.
The Board decided to discuss this issue after they have had an opportunity to review the Housing Trust material and examples provided today.
FY 2009 Budget Policy
The Board discussed the budget policy and suggested some changes which the Town Administrator agreed to make. The final edited version will be presented for their approval at their next meeting.
Upcoming Agenda Items

The Board reviewed upcoming agenda items which the Town Administrator included for information. She pointed out that there are some items that are not listed but need to be addressed on future agendas, include a discussion of off shore sand pumping and an RFP for housing on the Purcell Property. The Board members suggested moving certain items from a Wednesday meeting to a Monday meeting or changing the order of items.

State Funding - $48,000
The Town recently received $48,000 in funding from the State. The School Department was counting on receiving the funding. Ms. Vanderhoef provided an overview of the issue and pointed out that a decision on the aforementioned funds would have to go to the Annual Town Meeting.
Library Design
It was noted that a meeting had been scheduled for November 14, 2007 at 11:00 a.m.
at the library conference room in order to meet the architect who will be developing the design for the new library. Selectman Martin noted that she is planning to attend that meeting.

Selectman Martin made a motion, which was seconded by Selectman Schropfer, to extend the grant agreement as presented. APPROVED 5-0.
All matters having been discussed, Selectman Collins then made a motion, which was seconded by Selectman Martin, to go into Executive Session at 4:35 p.m., for the purpose of discussion of land acquisition and not to return to Public Session. Selectman Collins, yes; Selectman Martin, yes; Selectman Burt, yes; Selectman McDonald, yes and Selectman Schropfer, yes.
