Chairman Linda Burt called the meeting to order at 2:00 p.m.
APPOINTMENT
Acceptance of Final Report – Wind Turbine By-Law Committee
Members of the Ad-Hoc Wind Turbine By-Law Committee present were: Mr. Thomas Reilly, Chairman, Ms. Leslie-Ann Morse, Mr. Craig Nightingale, Mr. Andrew Wells, and Mr. Phillip Hesse. Members of the Ad-Hoc Wind Turbine By-Law Committee absent were: Joe Mistretta and Brian Eastman.
Chairman Thomas Reilly read a letter addressed to the Board of Selectmen from the Ad-Hoc Wind Turbine By-Law Committee dated November 27, 2007 which summarized the work of the group.
The discussion centered on the parameters of the noise study and explanations of some of the more complicated aspects of the by-law. The Board expressed they would like copies of the documents the Committee referenced in the writing of the proposed by-law. The Board also asked that an attachment to the document be developed and definitions of some terms be provided.
The Board stated that the proposed by-law needs to be able to stand up to scrutiny. It was noted that the by-law could be modified if the need arises.
Selectman Martin McDonald asked that the by-law be signed by all of the Committee members.
There was a discussion about a minority report letter written by Joe Mistretta, Ad-Hoc Wind Turbine Committee member. The Board of Selectmen stated that they did not receive it. Mr. Reilly explained that he was told the issues in the letter did not need to be discussed at this meeting. The Board however, requested the letter be submitted at this meeting. Copies of the letter were made and submitted to each member of the Board of Selectmen. The Board took the letter under advisement.
A motion was made by the Board whereby the Ad Hoc Wind Turbine By-Law Committee would have been decommissioned. However, after some discussion, the Board made the decision not to decommission them and rescinded the motion. Selectman Carol Martin objected to the decommissioning of the Committee. She said they are a valuable asset and their expertise is much needed while discussions and decisions of the issue are ongoing. Selectman McDonald said that if the Committee is not to be decommissioned, then it needs to be decided how long to keep them active.
Selectman David Schropfer made a motion to accept under advisement the report of the Ad Hoc Wind Turbine By-Law Committee and thank them for their dedication and hard work in meeting their charge. The motion was seconded by Selectman Martin and so voted 5-0.
Selectman Schropfer suggested that a meeting be scheduled with the Ad-Hoc Wind Turbine By-Law Committee, the Board of Selectmen, and the Planning Board. Selectman Martin supported this idea.
The Board asked that copies of the noise study as well as the flicker study be made available.
The Board expressed their thanks to the Committee for their diligence and hard work. Selectman Schropfer stated that the Committee has met their charge and completed it well.
ADJORNMENT
Selectman Kenelm Collins made a motion to adjourn at 3:30 p.m.
The motion was seconded by Selectman Martin and so voted 5-0.
