Chairman Linda Burt called the meeting to order at 2:33 p.m.
PUBLIC/SELECTMAN’S INFORMATION
There were no issues brought up.
WORK SESSION
Review Search Committee Charge
The Board of Selectmen reviewed the Search Committee’s charge. Sheila Vanderhoef, Town Administrator, notified the Board that the Search Committee has revised the Volunteer Form and it is now available online. Mrs. Vanderhoef stated that the Search Committee’s next meeting is October 22, 2007.
The Board of Selectmen made suggestions regarding the Volunteer Form. Selectman Carol Martin stated that in her opinion, if the second page of the Volunteer Form is not filled out, the applicant should not be considered and also that the Search Committee needs to decide the point at which an applicant’s Volunteer Form is to be considered obsolete. She stated also that the interviewing of applicants needs to be done in a more professional manner.
Selectman Martin McDonald expressed that it is his opinion that everyone must go through the Search Committee’s process when any open position becomes available. He said that should apply even to alternates who are currently on the Board or Committee seeking to fill the position.
The issue of the annual reappointments in May 2008, and whether those up for possible reappointment will need to go through the whole process as well, was discussed.
Mrs. Vanderhoef stated that she would like the Board to meet with the Search Committee to observe how the search process works.
Selectmen Kenelm Collins made a motion to approve the Search Committee charge. The motion was seconded by Selectman McDonald and so voted 4-0.
Discussion - Housing Task Force Committee
The issue of whether or not to disband the Housing Task Force Committee has been an ongoing issue. Many members of the Housing Task Force have expressed that it be discontinued.
Mrs. Vanderhoef stated that Housing Authority has been asked if they are interested in taking on the charge of the Housing Task Force Committee if it is discontinued. The Housing Authority has said they would not.
The Board discussed whether the Housing Task Force Committee has been successful so far. It was stated that the Committee has not been as successful as it could have been. Several reasons for this were discussed.
The Board discussed the possibility of setting up a Housing Trust. Mrs. Vanderhoef expressed that in order to set up a Housing Trust, it needs to go before the Town for a vote. Selectman Martin expressed that it is premature at this point to discuss the implementation of a Trust.
It was decided that the Housing Task Force Committee not be disbanded, but that the Board of Selectmen update and broaden the Housing Task Force’s mission, and also to inform the Search Committee of the need for volunteers for the Housing Task Force.
Sealed Bid Auction – Four Vehicles – October 18, 2007
Mrs. Vanderhoef stated that the Bid Notice for the Sealed Bid Auction of four vehicles to take place on October 18, 2007 has been published in the newspaper.
Selectmen Collins made a motion to approve the list of cars for the Sealed Bid Auction.
The motion was seconded by Selectman McDonald and so voted 4-0.
Transient Vendor Licenses - Eastham Historical Society Antiques Show- October 6, 2007
Lillian Lamperti, Town Clerk, stated that the Transient Vendor Licenses for the Eastham Historical Society Antiques Show need to be approved.
Mrs. Lamperti explained that vendors have not been submitting their license applications in a timely manner. Selectman Collins stated that he would look into this issue.
Selectmen McDonald made a motion to approve the Transient Vendor Licenses for the October 6, 2007 Eastham Historical Society Antiques Show. The motion was seconded by Selectman Martin and so voted 4-0.
OTHER INFORMATION
The Board discussed some of the supplementary information they received in their meeting packets.
Chapter 91 Waterways License
The Board was notified of the Chapter 91 Waterways license to build a pier.
Traffic Complaint on Schoolhouse Road
The Board discussed the letter of complaint from an Eastham resident concerning the number of cars/buses that go over the speed limit on Schoolhouse Road and the Police Department’s response to the complaint. The Board was notified that the concerns of the resident have been addressed. Among other things accomplished, the Police Department has set up a radar trailer on Schoolhouse Road near the Eastham Elementary School.
Animal Control Activities - Diana Palm, Police Officer/Animal Control officer
The Board of Selectmen stated that the Animal Control Activities Report from Officer Diana Palm was well done and they appreciated the update.
Board of Selectman’s Meeting – October 17, 2007
Mrs. Vanderhoef stated that the October 17, 2007 Board of Selectman’s meeting will begin at 2 p.m. and end at 2:45 p.m. in order that the Board can attend a 3:00 p.m. meeting in Orleans on budget and finance.
Selectman Collins made a motion to go into Executive Session at 3:20 p.m. for a discussion on personnel issues and not return to public session. Selectman Burt, yes; Selectman McDonald, yes; Selectman Collins, yes; Selectman Martin, yes.
