Selectman Collins called the meeting to order at 2:35 p.m.
Ms. Vanderhoef informed everyone present that the Board had called this meeting with Pam Carlow and Phil Hesse to discuss postponement of the public wind turbine by-laws that will be on the Warrant. Selectman Schropfer proposed to withdraw the Selectmen’s article on Town Meeting floor if the group agrees to remove the petitioned article at that time also.
Phil Hesse, citizen, informed the Board that he has met with his Attorney and fellow group members, and they are willing to remove their article also. He proposed forming an Ad-Hoc committee after town meeting to examine the differences between the two articles to arrive at one compromiseable solution.
Selectman McDonald noted that the issues that have been raised by this group have shed much light on different aspects of this project.
Selectman Schropfer made a motion to move on Town Meeting floor to indefinitely postpone the Selectman sponsored public wind energy by-law indefinitely. The motion was seconded by Selectman McDonald, and so voted 3-0.
Paul Lothrop, citizen, asked the Selectmen to reconsider his ballot question. Selectman Schropfer informed him that his is in favor of the question but noted that this is not the appropriate time to put it on the ballot. Selectman Schropfer noted that it would be more appropriate once a plan is in place for wind energy and people know exactly what they are voting for. Selectman McDonald also noted that people at this point would not be well informed on what they are voting for, possibly wielding results that are not accurate.
Robert Misterka, citizen, questioned the Selectmen on how the new committee would be formed and who would be members. Selectman Schropfer responded that the Energy Committee, the Hesse group, and the Selectmen be a part of it.
Ms. Vanderhoef reminded the Selectmen that they cannot make decisions individually, they must decide as a Board.
Howard Gostin, citizen, suggested appointing members to the committee from all parts of Town so the entire Town feels represented, not just North Eastham.
Selectman Schropfer made a motion to adjourn. The motion was seconded by Selectman McDonald. Selectman Collins, yes; Selectman McDonald, yes; Selectman Schropfer, yes.
