Board of Selectmen
Wednesday, May 7, 2008– 2:30 p.m.

Selectman Linda S. Burt, Chair; Selectman Martin F. McDonald, Vice Chair;
Selectman David W. Schropfer, Clerk; Selectman Kenelm N. Collins; Selectman Carol F. Martin
Sheila Vanderhoef, Town Administrator

Chairman Linda Burt called the meeting to order at 2:31 p.m.

Selectman David Schropfer made a motion to move into Executive Session at 2:32 p.m. for the purpose of land acquisition discussion and then to return to public session. The motion was seconded by Selectman Carol Martin, and so voted by roll call 5-0. Selectman Linda Burt, yes; Selectman Martin McDonald, yes; Selectman David Schropfer, yes; Selectman Kenelm Collins, yes; Selectman Carol Martin, yes.

Selectman Linda Burt and Selectman Kenelm Collins left the meeting at 3:15 p.m., not to return.

Selectman Schropfer made a motion to adjourn Executive Session at 3:40 p.m., and return to public session. The motion was seconded by Selectman Martin, and so voted by roll call 3-0. Selectman McDonald, yes; Selectman David Schropfer, yes; Selectman Carol Martin, yes.

WORK SESSION
Windmill Green/Bandstand Policy- Review
The Board made suggestions on the draft of the Windmill Green Policy. The discussion centered on what organizations/groups should be allowed to use the green, applicable fees, and insurance indemnification.

Eastham Night (Tuesday July 1, 2008) – Orleans Cardinals Baseball – Update
The Board discussed which Selectman is to be the Board’s liaison to the Eastham Chamber of Commerce to help coordinate the Eastham Night activities. The board decided to continue the discussion at their May 21, 2008 meeting.

Annual Town Meeting- May 5, 2008 Review
Ms. Sheila Vanderhoef, Town Administrator, spoke to the Board about issues surrounding the May 2008 Annual Town Meeting. She stated that town department heads agreed that the meeting should continue to be held in the High School gymnasium. The Board discussed issues related to handicapped parking and access to the gym, and agreed that in the future, the Fire Chief and Police Chief should be in uniform at the meeting.

Schedule Upcoming Items- Fees, Gun Club Use Permit
Ms. Vanderhoef stated that the Use Permit for the Nauset Rod and Gun Club located on Cross Cart Way in Eastham needs to be discussed because residents have complained about noise and pollution. It was noted that shell casings have been found on the seashore. The Board discussed the Club’s deed, tax bill, insurance, building permits, and contract with the town.

The Board agreed to continue the discussion at their meeting on May 21, 2008, and also asked to be furnished with a copy of the 1971 document which is filed with the state.  

ADJOURNMENT
Selectman Schropfer motioned to adjourn the meeting at 4:30 p.m. The motion was seconded by Selectman Martin and so voted 3-0.
