Work Session - 2:30 p.m.
Location: Meet at town Hall at 2:30 p.m. for Site Visits at 2:30 p.m.
Present: Selectman Linda S. Burt; Selectman Kenelm N. Collins; Selectman Russell H. Sandblom; Selectman David W. Schropfer; Selectman Martin F. McDonald.
Sheila Vanderhoef, Town Administrator, present.
The Selectmen returned from their site visits at 3:15 p.m. Selectman Burt called the meeting
to order at 3:15 p.m. at Town Hall.
Site Visit: Pole Hearing Review - Samoset Road (at/near Herring Pond Road).
The Selectmen met at the aforementioned site in response to questions raised by Mr. Joseph Bianchi, one of the abutters. He attended the Pole Petition hearing for this site which took place on June 19, 2006 (Petition No. 06-008 - Verizon New England Inc. and Commonwealth Electric Company which requested permission to locate poles, wires, cable and fixtures, including the necessary anchors, guys and other such sustaining and protecting fixtures to be owned and used in common by petitioners, along and across the following public way or ways: Samoset Road - at/near Herring Pond Way. This work is necessary to provide service to two new homes within the public way of Samoset Road). Mr. Joseph Bianchi(Citizen) had concerns regarding where Verizon might be cutting through, thus potentially causing possible and in his view, harmful removal of trees.
The Board of Selectmen, at their June 19, 2006 meeting, elected to see the site today, June 21, 2006. After their site visit, they determined that the site as presented in the original petition was agreeable and adequately addressed the concerns Mr. Bianchi presented.
II. Site Visit: Thumpertown Beach
Review/Parking Lot Opening/Closing during construction.
The Board of Selectmen discussed in their June 19, 2006 meeting, drainage issues and concerns regarding the parking lot at Thumpertown Beach, and the possibility of closing it while repairs commenced. Selectman Sandblom wanted to review this option, with a view towards keeping it
open while repairs were made. The Selectmen elected to see the site in person for further review
before making a decision. Thus, the site visit was scheduled for and took place on this date, June 21, 2006.
Marty Mickle, Deputy Superintendent of the DPW, noted that the work on the parking lot
would take place in a few days, and could be finished by the weekend, with the paving scheduled for the fall. Agreement was reached that the parking lot would be kept open. However, if there is a large downpour, and there is significant puddling, appropriate signage will be displayed, indicating that individuals will park there at their own risk.
III. Transfer Station
Discussion followed regarding sticker issues, the difficulties encountered in monitoring the movement of individuals who initially express that they are coming into the transfer station for the Swap Shop and then fail to leave and proceed to dump trash; sticker vs. non-sticker vehicles;
coupon books; revenue and/or lack thereof; issues related to acceptance and composting of leaves;
concerns regarding charges vs. no charges for acceptance of leaves; space issues; concerns for maintaining space for debris in the occurrence of weather-related events; options which included limiting stickers to Eastham taxpayers only; the need to have a public hearing regarding same; need for more data and need to look at solutions for metal piles, etc.
Selectman David Schropfer made a motion, which was seconded by Selectman Sandblom, to restrict the sale of coupons for the transfer station to Eastham Taxpayers only, and in addition to place a sign appropriately at the front of the Transfer Station site to read: USE OF THIS FACILITY FOR EASTHAM TAXPAYERS ONLY, effective immediately. Approved 5-0.
The Board of Selectmen at this time wish to start with signage in order to encourage voluntary compliance. More information and review regarding these concerns will be effected during the Fall.
Discussion: Thumpertown Beach - Stairs - continued
Additional discussion revolved around repairs to the stairs at Thumpertown Beach and the consideration of the development of a plan and design for new stairs and possible landing at this location. Ms. Vanderhoef noted that there is no appropriation for this project at this time. Ms. Vanderhoef noted that the Capital Process will begin in six to eight weeks, and if the Board of Selectmen wish to pursue this project, approximate figures for design and implementation will be developed.
The Board of Selectmen, by consensus, asked that a reassessment of this area be conducted in September of this year. It is requested that photographs of all stair locations be provided, and
as well as approximate figures for design and implementation.
Samoset Pole Hearing: Continued
The Board of Selectmen wished to now vote on the Pole Petition presented at their June 19, 2006 meeting and further reviewed on site, today, June 21, 2006.

All matters having been discussed, Selectman Burt moved to go into Executive Session at 4:30 p.m. for the purposes of discussion of Land Acquisition and Litigation, and not to return to Public Session. Selectman Burt, yes; Selectman Collins, yes; Selectman Sandblom, yes; Selectman
