EASTHAM COMMUNITY PRESERVATION ACT COMMITTEE

The Eastham Community Preservation Act Committee met with the Eastham Selectmen to present the proposed Warrant Articles for the 2007 Town Meeting.
Members Present: Glenn Collins, Elizabeth Simmons, Kathryn Sette, Henry Curtis, and David J. Skiba
Glenn introduced the Committee and the fact that the Committee had performed the Needs Assessment this past year and had prepared the Town Meeting Warrant Articles, which were reviewed by the Department of Revenue.
David reviewed all of the proposed Town Meeting Warrant Articles as revised by the Department of Revenue including the nature of the project and the amount of money to be expended. David asked Sheila to explain the proposed Article 20, which allocates those sums of money in reserve. Selectman McDonald asked about the reserves from last year, and it was noted that said reserves are accumulating. Selectman Sandblom mentioned that the outside oil storage tank at the Swift-Daley House Museum needs replacement. Paul Lothrop from the audience asked why school playground costs were not addressed in the overall budget.
After the presentation, the Committee met briefly to set the next meeting for March 22, 2007, at 5:30 p.m. Glenn noted that there might be a discrepancy between allocating funds either from the historic reserve, the open space reserve, or the community housing reserve. The perceived question relates to a situation where more than the set aside amount of 10% for one of the categories is recommended and whether the recommended amount in excess of the specific reserve either for open space, historic preservation, or community housing may be taken from the general reserve which does not have specific identification as to open space, historic preservation, or community housing. Glenn will follow up with Sheila on such question prior to the next meeting. David also noted that the DOR proposed Warrant
Articles had some minor changes, most significant of which was the addition of the words "and appropriate" after the word "transfer" on the recommendation Articles and also the replacement of the word "resources" with the word "reserve" prior to "fund" on each of the recommendation Articles. David also noted that Article 9 relative to the Eastham playground facility did not identify which reserve fund was being used and that the Article should probably identify the open space/recreation reserve fund. The typographical error in Article 20 regarding the amount of money for housing was noted also and the word "affordable" prior to "housing" should be changed to "community".
