CHARGE  
ANIMAL ADVISORY COMMITTEE


In accordance with Chapter 9, Section 5N, of the Eastham Home Rule Charter and by vote of the Board of Selectmen, an ad hoc committee is hereby created that shall be known as the Animal Advisory Committee, (AAC)

The Committee shall consist of five (5) members who are full time or part time residents of Eastham, who shall be appointed by the Board of Selectmen, for three year overlapping terms.  At least three of the appointed members,   shall have experience and/or interest in one or more of the following areas; obedience training, behavior modification, veterinary medicine, animal husbandry, animal boarding, animal breeding, or animal protection services such as but not limited to Wild Care, MSPCA, or the Animal Rescue League of Boston.

The primary focus of the committee shall be on training and management issues of individual dogs.  In that regard the committee shall advise the Board of Selectmen on all matters relating to enforcement of state and local animal control regulations, which relate to non-commercial operations, and specifically when a public hearing is scheduled in accordance with the law. Committee suggestions and recommendations will be submitted in writing to the Board of Selectmen at least three days, in advance of the published hearing date. A committee member will also attend any such hearing and offer testimony and offer suggestions for the Board to consider in making a final decision.  The committee shall be informed of all animal control complaints for which the Animal Control Officer issues a written warning.   When issuing such warnings the Aanimal Ccontrol Oofficer animal control officer shall inform the owner of the existence of this committee and suggest that the owner, voluntarily, seek assistance as necessary to avoid future violations.  

The committee shall meet no less than quarterly, with the animal control officer and may request that the Town Administrator direct such other staff as may be appropriate including but not limited to the health agent, and a representative of the town clerk’s office, to attend as needed.   Additional meetings shall be scheduled by the chair of the committee as needed.   The Animal Control Officer may request that the committee be convened.
