Board of Assessors Minutes 05/11/04
Meeting convened at 9:00 a.m.
Present:        Assessors Avery, Sette, Scholl, and Deputy Assessor Gail Fitzback

1.      There was one response to the RFP for the FY’05 and FY’06 Interim Year Updates and FY’06 Revaluation. This response was timely submitted. The Board reviewed the Non-Price (Technical) Proposal submitted by Paul S. Kapinos & Associates. It was noted that the submission was in compliance with the Certificate of State Tax Compliance, Statement of Non-Collusion, and the Certificate of Authority. Deeming the responder to be the most advantageous, Al Sette made a motion which was seconded by D. J. Scholl and passed by unanimous vote, to recommend Paul S. Kapinos & Associates for the FY’05 and FY’06 Interim Year Updates and FY’06 Revaluation. The Town is currently utilizing the PK (Paul Kapinos) & Associates appraisal package.

2.      On December 23, 2003 the Town was gifted a portion of the parcel on Charlie Noble Way, Map 20, Parcel 88, owned by Evelyn R. Wentworth. The Board of Selectmen, as the acquiring authority of the parcel for the Town, would have to request an abatement of the Town’s share of the FY’04 taxes. The Board voted by unanimous vote to notify the Board of Selectmen of the need for their request to abate the Town’s portion of the FY’04 taxes on the gifted Wentworth parcel.

3.      The Board denied by unanimous vote the FY’04 personal property abatement application for Bell Atlantic Mobile of MA LLC, V-13. The abatement was not timely filed and could not be considered.

4.      The Board approved the minutes of meetings on January 23, 29, and 30, 2004.

5.      Gordon Avery agreed to continue as Chair for the upcoming year.

6.      The meeting adjourned at 9:20 a.m.
